The WTO Obstacle Course [interview]

“Formally, the U.S. supported Russian membership, but in reality it used its leverage in the WTO to prevent the country from becoming a member,” explained Demetrius A. Floudas, former project head on Russia’s WTO accession in the framework of EU-Russia Cooperation Program. “This was seen as one way to punish Mr. Putin for policies the United States didn’t like. The idea was that if Ukraine joined the WTO first, Russians would blame it on Putin.”

"The main line of Russian foreign policy in terms of Ukraine over the past 15 years has been directed towards the establishment of an independent state, but under the influence of Moscow," said Demetrius Floudas, adviser to the Russian government regarding the World Trade Organization. He also added that the West should not be surprised by its reaction after "only six years ago, Russian Foreign Minister Sergei Lavrov said that Ukraine's accession to the European Union would be a casus belli for his country."
